They receive visa &/or Green cards, must invest a certain amount $$ depending on the project (which are approved by the state dept.), employ US employees, etc. For people with college age children, it gets them a great discount on tuition, as they are now not classified as foreign. If someone is expanding their business into the US, looking for college discounts, wanting an easy visa/green card, this program is beneficial. The key is MONEY. You must have a fairly large chunk of cash. Certain things require half a million, others- less. Immigration lawyers have all the details. If you have someone in mind, let me know & I'll get them the contacts necessary.
