Nearly a decade after the attacks, the bathtub still looks more like it did when the debris was first cleared out than it does any master-planned forward-looking complex. And with Port Authority executive director Chris Ward using the phrase “uncertain” for an embarrassing number of building completion dates, it seems New Yorkers—and by extension the American people who for so long saw the rebuild as a mark of national pride and resilience—will be staring into a black hole for a long time to come.
